World Bank
Alpha Plus Consulting has a long and substantive record of collaboration with the World Bank across private sector development, regulatory reform, poverty monitoring, and evaluation assignments. The firm contributed to the Country Private Sector Diagnostic (CPSD) in Georgia, assessing constraints to growth and competitiveness. It supported evidence-based policymaking through the Improvement of the Monitoring and Evaluation System of PRSP Indicators, designing a national poverty monitoring framework for Armenia. For the ASIF-3 Beneficiary Assessment, the team evaluated community-level development results across regions. Alpha Plus also examined the feasibility and demand for Armenia’s first private credit bureau, conducting surveys and portfolio diagnostics among financial institutions. Additional assignments included assessing migrants’ savings and investment behavior and providing advisory inputs to export promotion and business climate improvement initiatives. Across all engagements, the World Bank has relied on Alpha Plus for rigorous analysis, methodological precision, and practical policy recommendations.
Asian Development Bank (ADB)
Alpha Plus Consulting has supported ADB through analytical and field-based assignments aimed at strengthening inclusive economic participation and improving the enabling environment for women entrepreneurs. Our flagship engagement with ADB—the Study on Women Entrepreneurship—involved extensive surveys, focus groups, and institutional assessments to understand constraints faced by women-led enterprises across Armenia. The study delivered actionable recommendations for improving access to finance, enhancing entrepreneurial skills, strengthening support ecosystems, and informing ADB’s policy dialogue on gender inclusion. Through this work, Alpha Plus Consulting has contributed to ADB’s broader agenda on inclusive growth, SME development, and gender-responsive economic policy, combining rigorous research with practical reform-orientated insights.
United States Agency for International Development (USAID)
Alpha Plus Consulting has supported USAID through analytical and policy-oriented assignments focused on economic resilience and inclusive growth. Notably, the firm conducted the Assessment of the Impact of Russia Sanctions on the Georgian Economy, analyzing implications for SMEs, tourism, remittances, regional development, and labor markets. This work provided an evidence base for USAID’s strategic planning and program adjustments under the changing geopolitical environment. Alpha Plus’ ability to combine macro-level analysis with regionally disaggregated assessments and firm-level insights has made it a reliable partner for USAID’s economic development programming.
KfW (German Development Bank)
Alpha Plus Consulting has collaborated extensively with KfW, often jointly with SBFIC, on strengthening financial sector operations, designing credit programs, and supporting renewable energy and agricultural finance. For the Renewable Energies Promotion Program, the firm developed comprehensive Project Guidelines to support the financing of small hydropower investments. Under the Agricultural Value Chain Finance and Climate Risk Integration initiatives, Alpha Plus supported partner financial institutions in developing VCF products, assessing institutional capacity, and integrating environmental and climate considerations into lending. The firm also assisted KfW in implementing the Credit Guarantee Fund (CGF) in Armenia by conducting due diligence, training loan officers, and advising on operational systems. This cooperation reflects a deep technical contribution to KfW’s priority areas in financial inclusion, agricultural development, and climate-oriented financing.
OSCE (Organization for Security and Co-operation in Europe)
Alpha Plus Consulting has implemented several institution-strengthening and regulatory reform projects for OSCE. The firm conducted the Feasibility Study for Armenia’s First Private Credit Reporting System, assessing legal frameworks, market readiness, and institutional requirements. It also supported the Introduction of Regulatory Impact Assessment (RIA) Instruments, analyzing Armenia’s regulatory system, administrative burdens, and the effectiveness of regulatory processes. In Moldova, Alpha Plus examined domestic financial support mechanisms for the water and sanitation sector, contributing to policy recommendations for sustainable sector financing. Through these assignments, Alpha Plus has delivered nuanced regulatory diagnostics, capacity building, and institutional assessments that support OSCE’s governance and economic reform objectives.
OECD
For the OECD, Alpha Plus Consulting prepared the Mid-Term Action Plan for the Implementation of Moldova’s Water Supply and Sanitation Strategy. This involved aligning sector priorities with SDG commitments, EU directives, and national policy frameworks. The firm assessed sectoral financing needs, institutional coordination mechanisms, and policy implementation gaps. The resulting action plan provided a comprehensive roadmap for Moldova’s WSS sector reform, highlighting Alpha Plus’ strength in strategic planning, regulatory alignment, and complex multi-stakeholder coordination. This assignment demonstrates the firm’s capability to support OECD governments in translating policy frameworks into actionable and coherent implementation strategies.
International Labour Organization (ILO)
Alpha Plus Consulting delivered a major national study for the ILO examining migrant remittances, savings, investment patterns, and financial product availability. The assignment included a large-scale household survey (1,000 households), financial sector assessment, and design of mechanisms to leverage remittances for productive investment. The study addressed labor migration dynamics, financial inclusion, and poverty reduction, offering policy recommendations to improve the developmental impact of remittance flows. This work illustrates the firm’s strong analytical capabilities in labor markets, migration, and financial behavior.
SBFIC (German Savings Banks Foundation for International Cooperation)
SBFIC has been one of Alpha Plus Consulting’s long-standing partners in financial sector development. The firm supported the design and rollout of Agricultural Value Chain Finance instruments, conducted diagnostics of partner financial institutions, developed training programs, and helped integrate climate and environmental risk considerations into lending processes. Additionally, Alpha Plus contributed to Rural Finance for Economic Development studies, value chain prioritization, and agricultural SME assessments. Working jointly with KfW, the firm supported Credit Guarantee Fund implementation by delivering due diligence, capacity building, and advisory services. This cooperation reflects deep domain expertise in financial inclusion, sustainable rural finance, and institutional strengthening.
